The iPad VO Controller connects to an iPad, iPhone or iPod Touch through bluetooth via Apple's accessibility for blind people, VoiceOver.
Apple designed VO so that people could move their finger around on a touchscreen and hear what was under their finger. Double-tap anywhere on the screen to activate. For those, however, who prefer to use a keyboard or switches to navigate, instead of the touch screen, use the iPad VO Controller!
The iPad VO Controller allows users to navigate through any VO-compatible apps with left/right arrows, and simultaneous up/down key as Enter (like double-tap described above). There are keyboard shortcuts for the Home button, and toggling QuickNav mode on/off (between having arrow keystrokes move a text cursor within a text field, and moving between things on the screen).
